With the month of May coming to a close, the trend of worsening violence in Iraq became all the more apparent. After April being the highest death toll in years with several hundred deals, sectarian violence blew wide open in May.

Antiwar.com’s own daily round-ups from Margaret Griffis tracked Iraq violence counts, and came up with 1,077 dead in the month of May, and 2,258 others wounded. UN death tolls were roughly in line, putting the dead at 1,045. Such a level has not been seen since the last sectarian civil war in Iraq in summer 2007.

Perhaps most troubling is that the toll wasn’t a straight line throughout the month, and that much of the violence came in the second half of May. Signs are that the situation is still getting worse, and May could be the beginning of a trend toward even worse violence through the summer.

There seems to be no reason for things to get better any time soon, sectarian tensions are on the rise and Prime Minister Nouri al-Maliki is following the same strategy of crackdowns that didn’t work last time. The last sectarian blood-letting calmed down only when religiously mixed neighborhoods were eventually all re-segregated. That displacement hasn’t changed, and the new fighting is more regional than local, meaning that barring an actual settlement there is nothing to stop the attacks this time.

The Fate of the Middle East in the Balance
 

The tempo of events in Syria has accelerated in recent weeks. The government forces have scored significant battlefield victories over the rebels, and this has provoked a mixture of war provocations and peace offers from the U.S. and its anti-Assad allies.

With Obama’s blessing Israel fighter jets recently attacked Syria on three occasions; in one massive air strike on a military installation in Damascus 42 Syrian soldiers were killed. Shortly thereafter Obama finally agreed to a peace conference with Russia, which had been asking for such talks for months.

Obama is entering these talks from a weakened position; the Syrian government is winning the war against the U.S.-backed rebels, and success on the ground is the trump card of any peace talks. Obama and the rebels are in no position to be demanding anything in Syria at the moment.

It’s possible that Obama wants to avoid further humiliation in his Syria meddling by a last minute face-saving “peace” deal. It’s equally likely, however, that these peace talks are a clever diplomatic ruse, with war being the real intention. It’s not uncommon for peace talks to break down and be used as a justification for an intensification of war, since “peace was attempted but failed.”

And Obama has plenty of reasons to pursue more war:  he would look incredibly weak and foolish if Syria’s president were to stay in power after Obama’s administration had already announced that Assad’s regime was over and hand picked an alternative government of Syrian exiles that the U.S. — and other U.S. allies — were treating as the “legitimate government of Syria.”

Here’s how the BBC referred to Obama’s Syrian puppet government:

“… the Syrian opposition’s political leadership – which wanders around international capitals attending conferences and making grand speeches – is not leading anyone. It barely has control of the delegates in the room with it, let alone the fighters in the field.”

If an unlikely peace deal is reached, these Syrian exiles — who only a tiny minority of the rebel fighters actually listen to — will be the ones to sign off on the deal.

Many politicians in the U.S. are still clamoring for war in Syria, based on the unproven accusation that the Syrian government used chemical weapons against the rebels. In actuality, however, the UN so far has only indicated that the exact opposite is true: there is significant evidence the U.S.-backed rebels used chemical weapons against the Syrian government:

Of course this fact only made the back pages of the U.S.media, if it appeared at all. Similarly bad news about the U.S.-backed rebels committing large scale ethnic/religious cleansing and numerous human rights violations didn’t manage to make it on to the front pages either. And the numerous terrorist bombings by the U.S.-backed rebels that have indiscriminately killed civilians have likewise been largely ignored by U.S. politicians and the media.

The U.S. position is weakened further by the fact that the majority of the rebel fighters are Islamic extremists, who are fighting for jihad and sharia law, not democracy. The Guardian reported recently:

“Syria’s main armed opposition group, the Free Syrian Army (FSA), is losing fighters and capabilities to Jabhat al-Nusra, an Islamist organization with links to al-Qaida that is emerging as the best-equipped, financed and motivated force fighting Bashar al-Assad’s [Syrian] regime.”

The New York Times adds:

“Nowhere in rebel-controlled Syria is there a secular fighting force to speak of.”

But even with all these barriers to the U.S. dictating its terms to the Syrian government, Obama has trump cards of his own: the U.S. and the Israeli military.

It’s possible that the Israeli airstrikes on Syria were used as a bargaining chip with the proposed peace conference in Russia. If Obama threatened to bomb Syria into the Stone Age there is plenty of evidence —Afghanistan, Iraq, Libya — to back up this threat.

Following through with this kind of threat is actually considered intelligent foreign policy to many politicians in the U.S., since a country not aligned with the U.S. will have been weakened and fragmented as an opposing force, lowering the final barrier to war with Iran.

U.S. foreign policy is now completely dependent on using the threat of annihilation. As U.S. economic power has declined in relation to China and other countries, the economic carrot has been tossed aside in favor of the military stick. Plenty of U.S. foreign policy “experts” are demanding that Obama unsheathe the stick again, lest this foundation of U.S. foreign policy be proven to be just talk and no action.

This is the essence of U.S. involvement in Syria, which is risking regional war that could include Lebanon, Turkey, Iraq, Israel, Iran, Jordan, and Saudi Arabia with the potential to drag in the bigger powers connected to these nations, the U.S. and Europe on one hand and Russia and China on the other.

The fate of the already-suffering Middle East is hanging in the balance.

Editorial: Why North Korea Needs Nuclear Weapons

Is North Korea’s recent nuclear test, its third, to be welcomed, lamented or condemned? It depends on your perspective. If you believe that a people should be able to organize their affairs free from foreign domination and interference; that the United States and its client government in Seoul have denied Koreans in the south that right and seek to deny Koreans in the north the same right; and that the best chance that Koreans in the north have for preserving their sovereignty is to build nuclear weapons to deter a US military conquest, then the test is to be welcomed.

If you’re a liberal, you might believe that the United States should offer the DPRK (the Democratic People’s Republic of Korea, North Korea’s official name) security guarantees in return for Pyongyang completely, permanently and verifiably eliminating its nuclear weapons program. If so, your position invites three questions.

• Contrary to the febrile rhetoric of high US officials, the United States is not threatened by North Korea. North Korea’s nuclear weapons capability is a defensive threat alone. The DPRK’s leaders are not unaware that a first-strike nuclear attack would trigger an overwhelming US nuclear retaliatory strike, which, as then US president Bill Clinton once warned, “would mean the end of their country as we know it”. Since a North Korean first-strike would be suicidal (and this is not lost on the North Korean leadership), whether Pyongyang has or doesn’t have nuclear weapons makes little difference to US national security. What, then, would motivate Washington to offer genuine security guarantees? It can’t be argued that US national security considerations form the basis of the guarantees, since the threat to the United States of a nuclear-armed North Korea is about the same as a disarmed North Korea—approximately zero.

• How credible could any security guarantee be, in light of the reality that since 1945 Washington has invested significant blood and treasure in eliminating all expressions of communism and anti-imperialism on the Korean peninsula. The argument that the United States could issue genuine security guarantees would have to explain what had transpired to bring about a radical qualitative shift in US policy from attempting to eliminate communism in Korea to détente with it.

• Why is it incumbent on North Korea alone to disarm? Why not the United States too?

The conservative view, on which I shall not tarry, is simple. Anything North Korea does, except surrender, is blameworthy.

Finally, you might lament Pyongyang’s nuclear test for running counter to nuclear non-proliferation, invoking the fear that growth in the number of countries with nuclear weapons increases the risk of war. But this view crumbles under scrutiny. The elimination of weapons of mass destruction (WMDs) in Iraq didn’t reduce the chances of US military intervention in that country—it increased them. Libyan leader Muammar Gaddafi’s voluntary elimination of his WMD didn’t prevent a NATO assault on Libya—it cleared the way for it. The disarming of countries that deny the US ruling class access to markets, natural resources, and investment opportunities, in order to use these for their own development, doesn’t reduce the risk of wars of conquest—it makes them all the more certain.

The radical view locates the cause of wars of conquest since the rise of capitalism in the drive for profits. This compulsion chases the goods, services and capital of corporate-dominated societies over the face of the globe to settle everywhere, nestle everywhere, and establish connections everywhere, irrespective of the wishes, interests, development needs and welfare of the natives. If territories aren’t voluntarily opened to capital penetration through trade and investment agreements, their doors are battered down by the Pentagon, the enforcer of last resort of a world economic order supporting, as its first commitment, the profit-making interests of the US ruling class.

Background

Because North Korea has long been vilified and condemned by the Western press as bellicose, provocative and unpredictable, it’s difficult to cut through the fog of vituperation that obscures any kind of dispassionate understanding of the country to grasp that the DPRK represents something praiseworthy: a tradition of struggle against oppression and foreign domination, rooted in the experience of a majority of Koreans dating back to the end of WWII and the period of Japanese colonial rule. This tradition found expression in the Korean People’s Republic, a national government, created by, for, and of Koreans, that was already in place when US troops landed at Inchon in September, 1945. The new government was comprised of leftists who had won the backing of the majority, partly because they had led the struggle against Japan’s colonial occupation, and partly because they promised relief from exploitation by landlords and capitalists. The USSR, which occupied the north of the country until 1948, worked with the KPR in its occupation zone, but the United States suppressed the KPR in the south, worked to exterminate leftist forces in its zone, and backed conservatives reviled by Koreans for their oppressions and collaboration with the Japanese. By 1948, the peninsula was divided between a northern government led by guerrillas and activists who fought to liberate Korea from Japanese rule, and a southern government led by a US-installed anti-communist backed by conservatives tainted by collaboration with colonial oppression. For the next 65 years, the essential character of the competing regimes has remained the same. Park Geun-hye, the incoming South Korean president is the daughter of a former president, Park Chung-hee, who came to power in a military coup in 1961. The elder Park had served in the Japanese Imperial Army. Kim Il Sung, grandfather of North Korea’s current leader, Kim Jong-eun, was an important guerrilla leader who, unlike the collaborator Park, fought, rather than served, the Japanese. The North represents the traditions of struggle against foreign domination, both political and economic, while the South represents the tradition of submission to and collaboration with a foreign hegemon. Significantly, there are no foreign troops stationed in North Korea, but are in South Korea. North Korean troops have never fought abroad, but South Korea’s have, odiously in Vietnam, in return for infusions of mercenary lucre from the Americans, and later in Iraq. As regards repression, South Korea’s authoritarianism on behalf of rightist causes is long and enduring, typified in the virulently anti-communist National Security Law, which metes out harsh punishment to anyone who so much as publicly utters a kind word about North Korea. The South Korean police state also blocks access to pro-North Korean websites, bans books, including volumes by Noam Chomsky and heterodox (though pro-capitalist) economist Ha Joon-chang, and imprisons anyone who travels to the North.

Pressure

Since the Korean War the United States and South Korea have maintained unceasing pressure on North Korea through subversion, espionage, propaganda, economic warfare and threats of nuclear attack and military invasion. Low-intensity warfare sets as its ultimate objective the collapse of the North Korean government. Unremitting military pressure forces Pyongyang to maintain punishingly high expenditures on defense (formalized in the country’s Songun, or “army first” policy). Massive defense expenditures divert critical resources from the civilian economy, retarding economic growth. At the same time, trade and financial sanctions heap further harm on the economy. Economic dislocations disrupt food supplies, make life harsh for many North Koreans, and breed discontent. Discontent in turn engenders political opposition, which is beaten back and contained by measures of repression and restriction of civic and political liberties. In response, Washington disingenuously deplores Pyongyang’s military expenditures at a time North Koreans “are starving”; denounces Pyongyang’s nuclear weapons program as a “provocation” (rather than a defense against US military threat); dishonestly attributes the country’s economic difficulties to allegedly inherent weaknesses in public ownership and central planning (rather than sanctions and financial strangulation); and chastises the DPRK for its repressive measures to check dissent (ultimately traceable to US pressures.) In other words, the regrettable features of North Korea that Washington highlights to demonize and discredit the DPRK are the consequences, not the causes, of US North Korea policy. To view US policy as a reaction to the DPRK’s nuclear weapons program, economic difficulties, and repressions is to get the causal direction wrong.

US foreign policy

US foreign policy aims to secure and defend access to foreign markets, natural resources and investment opportunities and deny communists and nationalists control because access might be blocked, limited or freighted with social welfare and domestic development considerations.

As a general rule, the American government’s attitude to governments in the Third World …depends very largely on the degree to which these governments favour American free enterprise in their countries or are likely to favour it in the future…In this perspective, the supreme evil is obviously the assumption of power by governments whose main purpose is precisely to abolish private ownership and private enterprise…Such governments are profoundly objectionable not only because their actions profoundly affect foreign-owned interests and enterprises or because they render future capitalist implantation impossible [but also] because the withdrawal of any country from the world system of capitalist enterprise is seen as constituting a weakening of that system and as providing encouragement to further dissidence and withdrawal. [1]

North Korea is one of the few countries left that commits “the supreme evil.” Allowed to develop in peace, unimpeded by military pressure and economic warfare, it might become an inspiration for other countries to follow. From the perspective of the US ruling class, the United States’ North Korea policy must have one overarching objective: the DPRK’s demise. Asked by The New York Times to explain the aim of US policy on North Korea, then US under secretary of state for arms control John Bolton “strode over to a bookshelf, pulled off a volume and slapped it on the table. It was called ‘The End of North Korea.’” “‘That,’ he said, ‘is our policy.’” [2]

On top of profit-making goals, and crippling North Korea economically, politically and socially to prevent its emergence as an inspiring example to other countries, Washington seeks to maintain access to its strategic position on a peninsula whose proximity to China and Russia provides a forward operating base from which to pressure these two significant obstacles to the United States’ complete domination of the globe.

Threats of nuclear war

According to declassified and other US government documents, some released on the 60th-anniversary of the Korean War, from “the 1950s’ Pentagon to today’s Obama administration, the United States has repeatedly pondered, planned and threatened the use of nuclear weapons against North Korea.” [3] These documents, along with the public statements of senior US officials, point to an ongoing pattern of US nuclear intimidation of the DPRK.

• The United States introduced nuclear weapons to the Korean peninsula as early as 1950. [4]

• During the Korean War, US president Harry Truman announced that the use of nuclear weapons was under active consideration; US Air Force bombers flew nuclear rehearsal runs over Pyongyang; and US commander General Douglas MacArthur planned to drop 30 to 50 atomic bombs across the northern neck of the Korean peninsula to block Chinese intervention. [5]

• In the late 1960s, nuclear-armed US warplanes were maintained on 15-minute alert to strike North Korea. [6]

• In 1975, US defense secretary James Schlesinger acknowledged for the first time that US nuclear weapons were deployed in South Korea. Addressing the North Koreans, he warned, “I do not think it would be wise to test (US) reactions.” [7]

• In February 1993, Lee Butler, head of the US Strategic Command, announced the United States was retargeting hydrogen bombs aimed at the old USSR on North Korea (and other targets.) One month later, North Korea withdrew from the Nuclear Non-proliferation Treaty. [8]

• On July 22, 1993, US president Bill Clinton said if North Korea developed and used nuclear weapons “we would quickly and overwhelmingly retaliate. It would mean the end of their country as we know it.” [9]

• In 1995, Colin Powell, who had served as chairman of the US joints chiefs of staff and would later serve as US secretary of state, warned the North Koreans that the United States had the means to turn their country into “a charcoal briquette.” [10]

• Following North Korea’s first nuclear test on October 9, 2006, US secretary of state Condoleezza Rice reminded North Korea that “the United States has the will and the capability to meet the full range—and I underscore full range of its deterrent and security commitments to Japan [emphasis added].” [11]

• In April 2010, US defense secretary Leon Panetta refused to rule out a US nuclear attack on North Korea, saying, “all options are on the table.” [12]

• On February 13, 2013, Panetta described North Korea as “a threat to the United States, to regional stability, and to global security.” He added: “Make no mistake. The US military will take all necessary steps to meet our security commitments to the Republic of Korea and to our regional allies [emphasis added].” [13]

As the North Koreans put it, “no nation in the world has been exposed to the nuclear threat so directly and for so long as the Koreans.”[14]

“For over half a century since early in the 1950s, the US has turned South Korea into the biggest nuclear arsenal in the Far East, gravely threatening the DPRK through ceaseless manoeuvres for a nuclear war. It has worked hard to deprive the DPRK of its sovereignty and its right to exist and develop….thereby doing tremendous damage to its socialist economic construction and the improvement of the standard of people’s living.” [15]

Economic warfare

The breadth and depth of US economic warfare against North Korea can be summed up in two sentences:

• North Korea is “the most sanctioned nation in the world” — George W. Bush. [16]

• …”there are few sanctions left to apply.” – The New York Times [17]

From the moment it imposed a total embargo on exports to North Korea three days after the Korean War began in June 1950, the United States has maintained an uninterrupted regimen of economic, financial, and diplomatic sanctions against North Korea. These include:

o Limits on the export of goods and services.
o Prohibition of most foreign aid and agricultural sales.
o A ban on Export-Import Bank funding.
o Denial of favourable trade terms.
o Prohibition of imports from North Korea.
o Blocking of any loan or funding through international financial institutions.
o Limits on export licensing of food and medicine for export to North Korea.
o A ban on government financing of food and medicine exports to North Korea.
o Prohibition on import and export transactions related to transportation.
o A ban on dual-use exports (i.e., civilian goods that could be adapted to military purposes.)
o Prohibition on certain commercial banking transactions. [18]

In recent years, US sanctions have been complemented by “efforts to freeze assets and cut off financial flows” [19] by blocking banks that deal with North Korean companies from access to the US banking system. The intended effect is to make North Korea a banking pariah that no bank in the world will touch. Former US president George W. Bush was “determined to squeeze North Korea with every financial sanction possible” until its economy collapsed. [20] The Obama administration has not departed from the Bush policies.

Washington has also acted to sharpen the bite of sanctions, pressing other countries to join its campaign of economic warfare against a country it faults for maintaining a Marxist-Leninist system and non-market economy. [21] This has included the sponsoring of a United Nations Security Council resolution compelling all nations to refrain for exporting dual-use items to North Korea (a repeat of the sanctions regime that led to the crumbling of Iraq’s healthcare system in the 1990s.) Washington has even gone so far as to pressure China (unsuccessfully) to cut off North Korea’s supply of oil. [22]

Drawing the appropriate lesson

On the day Baghdad fell to invading US forces, John Bolton warned Iran, Syria and North Korea to “draw the appropriate lesson from Iraq.” [23] There can be no doubt that Pyongyang drew a lesson, though not the one Bolton intended. The North Koreans did not conclude, as Bolton hoped, that peace and security could be achieved by relinquishing WMDs. Instead, the North Koreans couldn’t fail to grasp the real lesson of the US assault on Iraq. The United States had invaded Iraq only after Saddam Hussein had cleared the way by complying with US demands to destroy his weapons of mass destruction. Had he actually retained the weapons he was falsely accused of hiding and holding in reserve, the Americans would likely have never attacked.

Subsequent events in Libya have only reinforced the lesson. Muammar Gaddafi had developed his own WMD program to protect Libya from Western military intervention. But Gaddafi also faced an internal threat—Islamists, including jihadists linked to Al Qaeda, who sought to overthrow him to create an Islamist society in Libya. After 9/11, with the United States setting out to crush Al Qaeda, Gaddafi sought a rapprochement with the West, becoming an ally in the international battle against Al Qaeda, to more effectively deal with his own Islamist enemies at home. The price of being invited into the fold was to abandon his weapons of mass destruction. When Gaddafi agreed to this condition he made a fatal strategic blunder. An economic nationalist, Gaddafi irritated Western oil companies and investors by insisting on serving Libyan interests ahead of the oil companies’ profits and investors’ returns. Fed up with his nationalist obstructions, NATO teamed up with Gaddafi’s Islamist enemies to oust and kill the Libyan leader. Had he not surrendered his WMDs, Gaddafi would likely still be playing a lead role in Libya. “Who would have dared deal with Gaddafi or Saddam Hussein if they had a nuclear capability?” asks Major General Amir Eshel, chief of the Israeli army’s planning division. “No way.” [24]

Having unilaterally disarmed, Gaddafi was hailed in Western capitals, and world leaders hastened to Tripoli to sign commercial agreements with him. Among Gaddafi’s visitors was the South Korean minister of foreign affairs, and Ban Ki-moon, later to become the UN secretary general. Both men urged the “rehabilitated” Libyan leader to persuade the North Koreans to give up their nuclear weapons. [25] Whether Gaddafi acceded to the Koreans’ request is unclear, but if he did, his advice was wisely ignored. In the North Korean view, Gaddafi fell prey to a “bait and switch.” The lesson the DPRK drew from Libya was that the only guarantee of peace on the Korean peninsula is a powerful military, backed by nuclear weapons. [26]

This is neither an irrational view, nor one the West, for all its pieties about nuclear non-proliferation (for others), rejects for itself. Britain, for example, justifies its own nuclear weapons program with reference to the need “to deter and prevent nuclear blackmail and acts of aggression against our vital interests that cannot be countered by other means.” [27] If the UK requires nuclear weapons to deter and prevent nuclear blackmail and acts of aggression, then surely the North Koreans—long on the receiving end of these minatory pressures—do as well. Indeed, the case can be made that the North Koreans have a greater need for nuclear arms than the British do, for whom nuclear blackmail and acts of aggression are only hypotheticals.

General Kevin P. Chilton, head of the US Strategic Command from 2007 to 2011, told Washington Post columnist Walter Pincus in 2010 that, “Throughout the 65-year history of nuclear weapons, no nuclear power has been conquered or even put at risk of conquest.” [28] On the other hand, countries that comply with demands to abandon their WMDs soon find themselves conquered, by countries with nuclear weapons aplenty and no intention of giving them up. Pincus used Chilton’s words to advocate a pre-emptive strike on North Korea to prevent the country from developing a large enough nuclear arsenal to make itself invulnerable to conquest. That no nuclear power has been conquered or put at risk of conquest is “a thought others in government ought to ponder as they watch Iran and North Korea seek to develop nuclear capability,” Pincus wrote. [29]

Conclusion

Nuclear arms have political utility. For countries with formidable nuclear arsenals and the means of delivering warheads, nuclear weapons can be used to extort political concessions from non-nuclear-armed states through terror and intimidation. No country exploits the political utility of nuclear weapons as vigorously as the United States does. In pursuing its foreign policy goals, Washington threatened other countries with nuclear attack on 25 separate occasions between 1970 and 2010, and 14 occasions between 1990 and 2010. On six of these occasions, the United States threatened the DPRK. [30] There have been more US threats against North Korea since. (The United States’ record of issuing threats of nuclear attack against other countries over this period is: Iraq, 7; China, 4; the USSR, 4; Libya, 2; Iran, 1; Syria, 1. Significantly, all these countries, like the DPRK, were under communist or economically nationalist governance when the threats were made.)

Nuclear weapons also have political utility for countries menaced by nuclear and other military threats. They raise the stakes for countries seeking to use their militaries for conquest, and therefore reduce the chances of military intervention. There is little doubt that the US military intervention in Iraq and NATO intervention in Libya would not have been carried out had the targets not disarmed and cleared the way for outside forces to intervene with impunity.

A North Korean nuclear arsenal does not increase the chances of war—it reduces the likelihood that the United States and its South Korean marionette will attempt to bring down the communist government in Pyongyang by force. This is to be welcomed by anyone who opposes imperialist military interventions; supports the right of a people to organize its affairs free from foreign domination; and has an interest in the survival of one of the few top-to-bottom, actually-existing, alternatives to the global capitalist system of oppression, exploitation, and foreign domination.

A February 21, 2013 comment by Pyongyang’s official Korean Central News Agency (“Nuclear test part of DPRK’s substantial countermeasures to defend its sovereignty”) noted that,

“The tragic consequences in those countries which abandoned halfway their nuclear programs, yielding to the high-handed practices and pressure of the U.S. in recent years, clearly prove that the DPRK was very far-sighted and just when it made the option. They also teach the truth that the U.S. nuclear blackmail should be countered with substantial countermeasures, not with compromise or retreat.”

An article in the February 22, 2013 issue of Rodong Sinmun, the official newspaper of the Central Committee of North Korea’s ruling Workers Party (“Gone are the days of US nuclear blackmail”) observed that “Had it not been the nuclear deterrence of our own, the U.S. would have already launched a war on the peninsula as it had done in Iraq and Libya and plunged it into a sorry plight as the Balkan at the end of last century and Afghanistan early in this century.”

An Interview with North Koreans

I recently returned from a late March trip to North Korea [Democratic Peoples Republic of Korea (DPRK)], along with 45 others, through Koryo Tours. On that tour I had the opportunity to discuss with the Korean tour guides their views on the current situation. I only recall the DPRK view mentioned here once in the corporate media, when Dennis Rodman returned with a message from new President Kim Jong. The message to President Obama was “I don’t want war, call me.” Nobel Peace Prize winning President Obama refused to accept it, evidently preferring an escalating threat of a regional nuclear war to talking. I asked my Korean tours guides to be interviewed so I could present their views to US people.

Has the DPRK made proposals for peaceful national reunification?

Yes, now we have options: the historic option of a federal republic, and the recent option. In our history we proposed three principles for reunification: that the North and South unite the country independently of foreign forces, that we reunify peacefully, and that we work together over the years to create the unity of the whole nation.

Our historic option is a federal republic: a central government concerned only with national defense and diplomacy, and two local governments, North and South, handling all other issues.

But recently the situation on the peninsula is deteriorating. There are no signs of resolving the issue. If South Korean provocations continue, war will break out and we are prepared to fight. Because the situation has deteriorated, that is why we invalidated the 1953 ceasefire agreement. Now there is no contact between North and South. Now there are no phone lines between North and South, there is no hotline.

Now the US and South Korea plan is that the DPRK will collapse. The situation continues to deteriorate. They are playing a dangerous game.

Japan is also very hostile. The present government is very rightwing. It is trying to build a strong military using “dangerous” DPRK as a pretext to justify turning its self-defense force into a regular army. Not only the DPRK, but many Asian countries are concerned with this right-wing Japanese resurgence.

The American people should ask the US government to change its hostile policy. Make America aware of the real situation in the Korean peninsula. Ask the American government to sign a peace treaty and push for diplomatic ties with the DPRK.

Why did the DPRK feel the need to develop a nuclear bomb?

Koreans had to deal with the reality of nuclear weapons twice before. Many thousands of Koreans were used as slave labor by the Japanese in World War II, and many of these were forced labor workers in Hiroshima and Nagasaki when the U.S. dropped the atomic bomb.

Later, in the U.S. war in Korea, U.S. General MacArthur wanted to drop 50-70 atomic bombs along the China-Korea border to create a belt of land people cannot live on or cross.

Later in the Pueblo incident in 1968, when the DPRK captured a U.S. spy ship in our waters, President Johnson sent aircraft carriers with nuclear weapons to Korea. And in 1969 when the U.S. E-C spy plane was shot down over our territory, the U.S. again threatened us with a nuclear attack.

The “Team Spirit” US-South Korea war exercises from the 1970s to the 1990s practiced with using nuclear bombs.

The DPRK joined the International Atomic Energy Agency and became a Nuclear Non-Proliferation Treaty member in 1985. We wanted to develop cooperation in the field of nuclear energy. Our purpose for joining was to be safe from nuclear attack. But the threat has continued.

In 1994 with our agreement with the US, we froze our nuclear program. In exchange, President Clinton and the US promised to supply us with a light water reactor. As we now know, Clinton only made those promises because the US thought the DPRK would collapse, and so did not need to honor the agreement. We allowed nuclear inspections until 1999, to show that our nuclear power was only for peaceful purposes. The US broke the agreement in 2002 under Bush, and we resumed using our nuclear power plant.

The Yugoslav war showed us that we need to defend ourselves. We learned from the US that the US has no justice, no fairness. The US respects only power. So the DPRK developed nuclear weapons to have power.

The DPRK needs to allocate resources to meet people’s needs but must spend money on nuclear weapons to protect and defend our country. We learned the lesson in Yugoslavia, Iraq, Afghanistan: be strong.

The DPRK negotiated with the U.S., but the U.S. broke agreements, and increased sanctions five times. When the DPRK would agree to some terms, the U.S. would raise the ante. The U.S. had said we cannot have nuclear power, because we could use it for bombs. We cannot have satellites because the missiles we send them into space with can be used as military missiles. These they these things can have dual purpose, one civilian, one military. They deny us food because they say it can be used to feed the military. If we kept going along with this, they would say we cannot have kitchen knives because we could use them for fighting.

There are slave states and noble states. Noble states develop their own technological infrastructure, GPS, weather reporting, etc., so need satellites. These days satellites are used for many things. If your country doesn’t have your own technology, you end up a slave state, dependent on other countries. Noble countries are in control of their own development and have a future.

Maybe without nuclear weapons we could already have been attacked by the US in a war. Now our people can live more peacefully. The people of the DPRK are proud we have nuclear weapons, they are a guarantee of peace. Only we on our own can safeguard the peace.

The US has over 1000 nuclear weapons in South Korea – nuclear artillery, nuclear missiles, nuclear bombs, nuclear landmines.

The DPRK has called for a nuclear free Korean peninsula, but this call has been ignored. Now that we saw no choice but to develop nuclear weapons to defend ourselves, we are sanctioned. This is a double standard insulting to our people.

What do the people of the DPRK think of the US/UN sanctions? How do these sanctions affect the people here?

We have been used to coping with U.S. sanctions since 1945. Our people think the sanctions are a clear example of a double standard and a misuse of the UN Security Council. There is no justification for them. Sanctions were applied because of our nuclear bomb tests and satellite launches.

Since World War II there have been 9000 missile/satellite launches. Four were by the DPRK. There have been 2000 nuclear tests, 3 by the DPRK. But the UN never made a resolution or imposed sanctions against any country for doing that, only the DPRK.

This is a double standard by the UN. It is a misuse of the UN Security Council by the US. Other countries are like US puppets to go along with this.

The sanctions affect every household, every individual in the DPRK. There are power cuts, a heating and energy shortage, a food problem. Even you visiting tourists are affected by the sanctions, as you see with your hotels. [in Pyongyang water and lights were only on certain hours of the day; in other towns it was even less]. There is a lack of oil and spare parts for machinery.

The sanctions threaten any country that trades with the DPRK, so that they must choose who they want to trade with, the DPRK or other countries. Our trade now is really only with China.

How is the food situation now and what role is the US playing?

The food situation is still not satisfactory, and we are still trying to cover our basic food needs with the help of food imports and foreign aid. Repeated US sanctions have stopped food aid. The sanctions have made the food situation worse.

At present US NGOs [Non-governmental organizations] give only some, limited, token medical aid and no food aid. For a period of 7-8 years there was no food aid from the US. The US sanctions are interfering with solving the food situation. It has cut its food aid, and even interferes with other countries providing food aid.

What is the main emphasis in the DPRK’s economic plan now [for the last several years the country had a military first policy]?

The DPRK now emphasizes two points: agricultural production and light industry. Light industry is what you call textiles, food processing, toys, furniture, shoes, and so on. We want to invest and develop more these two areas. We want to improve the living standard of people. We focus on these two even if the situation is dangerous. Even if war is coming, we will focus on agriculture and light industry until war starts. We must work harder on developing agriculture and light industry.

Now with the nuclear bomb, the DPRK is a little safer and can turn from self-defense spending to light industry and consumer goods investment. You saw in Pyongyang a big conference of 10,000 delegates from light industries all over the country. They are here to discuss and exchange ideas about how to improve light industry, what has worked in their factories, what has problems, and how to solve them.

How are relations with South Korea since the Sunshine Policy? [started by South Korean President Kim Dae Jung and continued by President Roh Moo-hyun, from the years 1998-2008. In this period of less chilly relations between North and South, the heads of state of the two countries met in 2000 and again in 2007. Cooperative business developments began and several thousand South Korean tourists visited the North. Kaesong Industrial Park in the DPRK was opened.]

Since 2008 South Korea has shown only confrontation. There has been no cooperation. South Korea has broken all agreements we have made during the Sunshine policy. There is no more cooperation, no tourism from the South, no engagement. Now relations are only negative, there are no positive signs. This is because of both US pressure and a South Korean decision. South Korea President Lee Myung-bak is a right-wing businessman, who changed the situation, just like Bush reversed Clinton’s even moderate degree of cooperation.

The present South Korea president is Park Geun-hye, daughter of South Korean military dictator Park Chung-hee , who was an officer in the Japanese Imperial Army. Cooperation has changed to confrontation. South Korea thinks military pressure on the North, combined with sanctions, will make the DPRK collapse.

‘US-trained death squads’ organized torture sites across Iraq

After one year in Iraq the US government secretly enlisted retired Special Forces operatives to train Shia militia in the art of torture and other war crimes that fueled the Iraqi civil war, according to a new report.

Just over year into the Iraq War a desperate US government secretly organized and funded small militia groups to set up torture camps across the Middle Eastern country under the direction of a retired US Special Forces commander, according to a new report. 

James Steele, who came out of retirement in 2003 after guiding US-backed commandos in El Salvador in the 1980s, was deployed to Iraq as an “energy consultant” not long after the invasion began. A member of General David Petraeus’ inner circle, Steele quietly trained a Iraqi paramilitary force numbering in the thousands. With the help of Col. James Coffman, another Special Forces operative, he freely dispatched Shia militias to torture Saddam Hussein’s Sunni soldiers in order to learn the details of the insurgency. 

The subject is the focus of a new documentary by The Guardian in collaboration with BBC Arabic entitled “James Steele: America’s Mystery Man in Iraq,” which is viewable online. The Pentagon has denied participation in any war crimes but, upon being questioned, said the military would “investigate” the matter. Steele has rebuffed interview requests from his home in Texas. 

This is one of the great untold stories of the Iraq War, how just over a year after the invasion, the United States funded a sectarian police commando force that set up a network of torture centers to fight the [Sunni] insurgency,” the film begins. 

This is also the story of James Steele, the veteran of America’s dirty war in El Salvador. He was in charge of the US advisers who trained notorious Salvadorian paramilitary units to fight left-wing guerrillas. In the course of that civil war, 75,000 people died, and over a million people became refugees.” 

Steele’s role in the Middle East has been blamed with fueling the Iraqi civil war between Sunnis and Shias, the peak of which saw 3,000 people killed every month. At the behest of Secretary of Defense Donald Rumsfeld, Steele and Coffman committed various human rights violations but were never implicated by subordinates, in part because they never tortured prisoners themselves. 

They worked hand in hand,” Gen. Muntadher al-Samari, who worked with Steele and Coffman for over a year, told The Guardian in March. “I never saw them apart in the 40 or 50 times I saw them inside the detention centers. They knew everything that was going on there…the torture, the most horrible kinds of torture.” 

The new report is the first time Gen. Petraeus has been mentioned in connection with US-sanctioned torture sites in Iraq. Both Steele and Coffman worked directly under Petraeus during the counter-insurgency in the initial years of the Iraq conflict. 

The Guardian/BBC Arabic report describes how, during that time, each torture site was under the bureaucratic command of its own interrogation committee. 

Each one was made up of an intelligence officer and eight interrogators,” Samari said. “This committee will use all means of torture to make the detainees confess, like using electricity or hanging him upside down, pulling out their nails, and beating them on sensitive parts.” 

The hour-long documentary about Steele is the result of a 15-month investigation by the British media giants sparked by the release of the same classified military documents leaked by Private Bradley Manning. Manning, 25, could be sentenced to 20 years in prison if convicted of exposing the torture routines. 

Maggie O’Kane, a multimedia editor and director of investigations at The Guardian, told Democracy Now why the report on Steele needed to be released. 

When the WikiLeaks documents came out in December of 2011…there was a reference to Frago 242, which was a US military order instructing US soldiers to ignore Iraqi-on-Iraqi torture,” she said. “This incidence, this Frago 242, came up over 1,000 times in the documents as we looked at it and we wondered why this order was issued and what was the story behind it…The Wikileaks documents, because they were the actual documents and what the State Department was sending back to Washington about what was going on, that this was a real treasure trove that we should explore.”

The US war in Iraq has cost $1.7 trillion with an additional $490 billion in benefits owed to war veterans. But the cost could grow to more than $6 trillion over the next four decades when interest payments are included, according to study released on Thursday.

The study comes from the Costs of War Project by the Watson Institute for International Studies at Brown University. It not only estimates the staggering financial costs, but the human costs as well.

The low-end estimate for Iraqi civilians killed is about 134,000, although the Watson Institute says the war may have contributed to as many as four times that number.

The much-cited, peer-reviewed Lancet study found in 2006 that about 650,000 Iraqis, both civilians and fighters, had died from the war up until that point. Credible research estimates that more than 1 million Iraqis were killed, with 4.5 million displaced.

“Despite the US military withdrawal,” the report says, “Iraq’s health, infrastructure, and education systems remain war-devastated.”

“Meanwhile, the $212 billion reconstruction effort was largely a failure with most of that money spent on security or lost to waste and fraud,” Reuters reports.

Even from a crude US perspective, nothing of benefit has been gained from the war: it reinvigorated radical Islamist militants in the region and imposed another dictatorship on Iraqis that is now aligned with Iran instead of Washington.

After 9/11, the Bush administration deliberately fixed fraudulent intelligence around the already existing policy of regime change in Iraq. Every initial justification for the war has been conclusively falsified, further lending credence to the claim that the war itself was criminal under international law. Yet, no Bush administration officials are at even the slightest risk of being held accountable for it.

Cost-Cutting to See 10,000 Withdraw This Year

A Vatican-sized fortress along the Tigris River, the US Embassy to Iraq is the stuff of legends, a $730 million testament to the runaway overspending of the occupation era.

Ten years after the US invasion and four years after the embassy actually opened, the 16,000 personnel that were supposed to be deployed there more or less forever are shrinking fast, with 10,500 there now.

The number is going to drop a lot more, according to Ambassador Beecroft, who says that the goal is to get down to 5,500 employees by year’s end, and with cost-cutting at a premium the number will drop even more next year.

The ambition for the “post-war” era appears to have dramatically exceeded the reality, with the US State Department envisioning a huge private army still fighting the war for them and huge public works projects in the coming decades. The money just isn’t there, and neither is the appetite to put that sort of effort into Iraq after years of waste. Instead, the enormous embassy will be a mostly empty reminder of the disastrous adventure into Iraq.

Most Terrorist Plots in the US Aren’t Invented by Al Qaeda — They’re Manufactured by the FBI

In the ten years following 9/11, the FBI and the Justice Department convicted more than 150 people following sting operations, though few had any connection to real terrorists.

The following is an excerpt from The Terror Factory: Inside the FBI’s Manufactured War on Terrorism by Trevor Aaronson (Ig Publishing, 2012). 

Antonio Martinez was a punk. The twenty-two-year-old from Baltimore was chunky, with a wide nose and jet-black hair pulled back close to his scalp and tied into long braids that hung past his shoulders. He preferred to be called Muhammad Hussain, the name he gave himself following his conversion to Islam. But his mother still called him Tony, and she couldn’t understand her son’s burning desire to be the Maryland Mujahideen.

As a young man, Martinez had been angry and lost. He’d dropped out of Laurel High School, in Prince George’s County, Maryland, and spent his teens as a small-time thief in the Washington, D.C., suburbs. By the age of sixteen, he’d been charged with armed robbery. In February 2008, at the age of eighteen, he tried to steal a car. Catholic University doctoral student Daniel Tobin was looking out of the window of his apartment one day when he saw a man driving off in his car. Tobin gave chase, running between apartment buildings and finally catching up to the stolen vehicle. He opened the passenger-side door and got in. Martinez, in the driver’s seat, dashed out and ran away on foot. Jumping behind the wheel, Tobin followed the would-be car thief. “You may as well give up running,” he yelled at Martinez. Martinez was apprehended and charged with grand theft of a motor vehicle—he had stolen the vehicle using an extra set of car keys which had gone missing when someone had broken into Tobin’s apartment earlier. However, prosecutors dropped the charges against Martinez after Tobin failed to appear in court.

Despite the close call, Martinez’s petty crimes continued. One month after the car theft, he and a friend approached a cashier at a Safeway grocery store, acting as if they wanted to buy potato chips. When the cashier opened the register, Martinez and his friend grabbed as much money as they could and ran out of the store. The cashier and store manager chased after them, and later identified the pair to police. Martinez pleaded guilty to theft of one hundred dollars and received a ninety-day suspended sentence, plus six months of probation.

Searching for greater meaning in his life, Martinez was baptized and became a Christian when he was twenty-one years old, but he didn’t stick with the religion. “He said he tried the Christian thing. He just really didn’t understand it,” said Alisha Legrand, a former girlfriend. Martinez chose Islam instead. On his Facebook page, Martinez wrote that he was “just a yung brotha from the wrong side of the tracks who embraced Islam.” But for reasons that have never been clear to his family and friends, Martinez drifted toward a violent, extremist brand of Islam. When the FBI discovered him, Martinez was an angry extremist mouthing off on Facebook about violence, with misspelled posts such as, “The sword is cummin the reign of oppression is about 2 cease inshallah.” Based on the Facebook postings alone, an FBI agent gave an informant the “green light” to get to know Martinez and determine if he had a propensity for violence. In other words, to see if he was dangerous.

The government was setting the trap.

On the evening of December 2, 2010, Martinez was in another Muslim’s car as they drove through Baltimore. A hidden device recorded their conversation. His mother had called, and Martinez had just finished talking to her on his cell phone. He was aggravated. “She wants me to be like everybody else, being in school, working,” he told his friend. “For me, it’s different. I have this zeal for deen and she doesn’t understand that.” Martinez’s mother didn’t know that her son had just left a meeting with a purported Afghan-born terrorist who had agreed to provide him with a car bomb. But she wasn’t the only one in the dark that night. Martinez himself didn’t know his new terrorist friend was an undercover agent with the Federal Bureau of Investigation and that the man driving the car—a man he’d met only a few weeks earlier—was a paid informant for federal law enforcement.

Five days later, Martinez met again with the man he believed to be a terrorist. The informant was there, too. They were all, Martinez believed, brothers in arms and in Islam. In a parking lot near the Armed Forces Career Center on Baltimore National Pike, Martinez, the informant, and the undercover FBI agent piled into an SUV, where the undercover agent showed Martinez the device that would detonate the car bomb and how to use it. He then unveiled to the twenty-two-year-old the bomb in the back of the SUV and demonstrated what he’d need to do to activate it. “I’m ready, man,” Martinez said. “It ain’t like you seein’  it on the news. You gonna be there. You gonna hear the bomb go off. You gonna be, uh, shooting, gettin’ shot at. It’s gonna be real. … I’m excited, man.”

That night, Martinez, who had little experience behind the wheel of a car, needed to practice driving the SUV around the empty parking lot. Once he felt comfortable doing what most teenagers can do easily, Martinez and his associates devised a plan: Martinez would park the bomb-on-wheels in the parking lot outside the military recruiting center. One of his associates would then pick him up, and they’d drive together to a vantage point where Martinez could detonate the bomb and delight in the resulting chaos and carnage.

The next morning, the three men put their plan into action. Martinez hopped into the SUV and activated the bomb, as he’d been instructed, and then drove to the military recruiting station. He parked right in front. The informant, trailing in another car, picked up Martinez and drove him to the vantage point, just as planned. Everything was falling into place, and Martinez was about to launch his first attack in what he hoped would be for him a lifetime of jihad against the only nation he had ever known.

Looking out at the military recruiting station, Martinez lifted the detonation device and triggered the bomb. Smiling, he watched expectantly. Nothing happened. Suddenly, FBI agents rushed in and arrested the man they’d later identify in court records as “Antonio Martinez a/k/a Muhammad Hussain.” Federal prosecutors in Maryland charged Martinez with attempted murder of federal officers and attempted use of a weapon of mass destruction. He faced at least thirty-five years in prison if convicted at trial.

“This is not Tony,” a woman identifying herself as Martinez’s mother told a reporter after the arrest. “I think he was brainwashed with that Islam crap.” Joseph Balter, a federal public defender, told the court during a detention hearing that FBI agents had entrapped Martinez, whom he referred to by his chosen name. The terrorist plot was, Balter said, “the creation of the government—a creation which was implanted into Mr. Hussain’s mind.” He added: “There was nothing provided which showed that Mr. Hussain had any ability whatsoever to carry out any kind of plan.”

Despite Balter’s claims, a little more than a year after his indictment, Martinez chose not to challenge the government’s charges in court. On January 26, 2012, Martinez dropped his entrapment defense and pleaded guilty to attempted use of a weapon of mass destruction under a deal that will require him to serve twenty-five years in prison—more years than he’s been alive. Neither Martinez nor Balter would comment on the reasons they chose a plea agreement, though in a sentencing hearing, Balter told the judge he believed the entire case could have been avoided had the FBI counseled, rather than encouraged, Martinez.

The U.S. Department of Justice touted the conviction as another example of the government keeping citizens safe from terrorists. “We are catching dangerous suspects before they strike, and we are investigating them in a way that maximizes the liberty and security of law-abiding citizens,” U.S. attorney for the District of Maryland Rod J. Rosenstein said in a statement announcing Martinez’s plea agreement. “That is what the American people expect of the Justice Department, and that is what we aim to deliver.”

Indeed, that is exactly what the Justice Department and the Federal Bureau of Investigation have been delivering throughout the decade since the attacks of September 11, 2001. But whether it’s what the American people expect is questionable, because most Americans today have no idea that since 9/11, one single organization has been responsible for hatching and financing more terrorist plots in the United States than any other. That organization isn’t Al Qaeda, the terrorist network founded by Osama bin Laden and responsible for the spectacular 2001 attacks on New York’s World Trade Center and the Pentagon in Washington, D.C. And it isn’t Lashkar-e-Taiba, Jaish-e-Mohammed, Al-Shabaab, Hamas, Palestinian Islamic Jihad, or any of the other more than forty U.S.-designated foreign terrorist organizations. No, the organization responsible for more terrorist plots over the last decade than any other is the FBI. Through elaborate and expensive sting operations involving informants and undercover agents posing as terrorists, the FBI has arrested and the Justice Department has prosecuted dozens of men government officials say posed direct—but by no means immediate or credible—threats to the United States.

Just as in the Martinez case, in terrorism sting after terrorism sting, FBI and DOJ officials have hosted high-profile press conferences to announce yet another foiled terrorist plot. But what isn’t publicized during these press conferences is the fact that government-described terrorists such as Antonio Martinez were able to carry forward with their potentially lethal plots only because FBI informants and agents provided them with all of the means—in most cases delivering weapons and equipment, in some cases even paying for rent and doling out a little spending money to keep targets on the hook. In cities around the country where terrorism sting operations have occurred—among them New York City, Albany, Chicago, Miami, Baltimore, Portland, Tampa, Houston, and Dallas—a central question exists: Is the FBI catching terrorists or creating them?

In the years since the attacks of September 11, 2001, the federal law enforcement profile of a terrorist has changed dramatically. The men responsible for downing the World Trade Center were disciplined and patient; they were also living and training in the United States with money from an Al Qaeda cell led by Kuwaiti-born Khalid Sheikh Mohammad. In the days and weeks following 9/11, federal officials anxiously awaited a second wave of attacks, which would be launched, they believed at the time, by several sleeper cells around the country. But the feared second wave never crashed ashore. Instead, the United States and allied nations invaded Afghanistan, Al Qaeda’s home base, and forced Osama bin Laden and his deputies into hiding. Bruised and hunted, Al Qaeda no longer had the capability to train terrorists and send them to the United States.

In response, Al Qaeda’s leaders moved to what FBI officials describe as a “franchise model.” If you can’t run Al Qaeda as a hierarchal, centrally organized outfit, the theory went, run it as a franchise. In other words, export ideas—not terrorists. Al Qaeda and its affiliated organizations went online, setting up websites and forums dedicated to instilling their beliefs in disenfranchised Muslims already living in Western nations. A slickly designed magazine, appropriately titled Inspire, quickly followed. Article headlines included “I Am Proud to Be a Traitor to America,”9 and “Why Did I Choose Al-Qaeda?” Anwar al-Awlaki, the American-born, high-ranking Al Qaeda official who was killed in a U.S. drone strike in Yemen on September 30, 2011, became something of the terrorist organization’s Dear Abby. Have a question about Islam? Ask Anwar! Muslim men in nations throughout the Western world would email him questions, and al-Awlaki would reply dutifully, and in English, encouraging many of his electronic pen pals to violent action. Al-Awlaki also kept a blog and a Facebook page, and regularly posted recruitment videos to YouTube. He said in one video:

I specifically invite the youth to either fight in the West or join their brothers in the fronts of jihad: Afghanistan, Iraq, and Somalia.

I invite them to join us in our new front, Yemen, the base from which the great jihad of the Arabian Peninsula will begin, the base from which the greatest army of Islam will march forth.

Al Qaeda’s move to a franchise model met with some success. U.S. army major Nadal Hassan, for example, corresponded with al-Awlaki before he killed thirteen people and wounded twenty-nine others in the Fort Hood, Texas, shootings in 2009. Antonio Martinez and other American-born men, many of them recent converts to Islam, also sent al-Awlaki messages or watched Al Qaeda propaganda videos online before moving forward in alleged terrorist plots.

The FBI has a term for Martinez and other alleged terrorists like him: lone wolf. Officials at the Bureau now believe that the next terrorist attack will likely come from a lone wolf, and this belief is at the core of a federal law enforcement policy known variously as preemption, prevention, and disruption. FBI counterterrorism agents want to catch terrorists before they act, and to accomplish this, federal law enforcement officials have in the decade since 9/11 created the largest domestic spying network ever to exist in the United States. In fact, the FBI today has ten times as many informants as it did in the 1960s, when former FBI director J. Edgar Hoover made the Bureau infamous for inserting spies into organizations as varied as Reverend Dr. Martin Luther King Jr.’s and the Ku Klux Klan. Modern FBI informants aren’t burrowing into political groups, however; they are focused on terrorism, on identifying today the terrorist of tomorrow, and U.S. government officials acknowledge that while terrorist threats do exist from domestic organizations, such as white supremacist groups and the sovereign citizen movement, they believe the greatest threat comes from within U.S. Muslim communities due, in large part, to the aftereffects of the shock and awe Al Qaeda delivered on September 11, 2001.

The FBI’s vast army of spies, located in every community in the United States with enough Muslims to support a mosque, has one primary function: to identify the next lone wolf.  According to the Bureau, a lone wolf is likely to be a single male age sixteen to thirty-five. Therefore, informants and their FBI handlers are on the lookout for young Muslims who espouse radical beliefs, are vocal about their disapproval of U.S. foreign policy, or have expressed sympathy for international terrorist groups. If they find anyone who meets the criteria, they move him to the next stage: the sting, in which an FBI informant, posing as a terrorist, offers to help facilitate a terrorist attack for the target.

On a cold February morning in 2011, I met with Peter Ahearn, a retired FBI special agent who directed the Western New York Joint Terrorism Task Force, in a coffee shop outside Washington, D.C., to talk about how the FBI runs its operations. Ahearn was among the Bureau’s vanguard as it transformed into a counterterrorism organization in the wake of 9/11. An average-built man with a small dimple on his chin and close-cropped brown hair receding in the front, Ahearn oversaw one of the earliest post-9/11 terrorism investigations, involving the so-called Lackawanna Six—a group of six Yemeni-American men living outside Buffalo, New York, who attended a training camp in Afghanistan and were convicted of providing material support to Al Qaeda. “If you’re doing a sting right, you’re offering the target multiple chances to back out,” Ahearn told me. “Real people don’t say, ‘Yeah, let’s go bomb that place.’ Real people call the cops.”

Indeed, while terrorism sting operations are a new practice for the Bureau, they are an evolution of an FBI tactic that has for decades captured the imaginations of Hollywood filmmakers. In 1982, as the illegal drug trade overwhelmed local police resources nationwide and contributed to an increase in violent crime, President Ronald Reagan’s first attorney general, William French Smith, gave the FBI jurisdiction over federal drug crimes, which previously had been the exclusive domain of the U.S. Drug Enforcement Administration. Eager to show up their DEA rivals, FBI agents began aggressively sending undercover agents into America’s cities. This was relatively new territory for the FBI, which, during Hoover’s thirty-seven-year stewardship, had mandated that agents wear a suit and tie at all times, federal law enforcement badge easily accessible from the coat pocket. But an increasingly powerful Mafia and the bloody drug war compelled the FBI to begin enforcing federal laws from the street level. In searching for drug crimes, FBI agents hunted sellers as well as buyers, and soon learned one of the best strategies was to become part of the action.

Most people have no doubt seen drug sting operations as portrayed in countless movies and television shows. At its most cliché, the scene is set in a Miami high-rise apartment, its floor-to-ceiling windows overlooking the cresting waves of the Atlantic Ocean. There’s a man seated at the dining table; he’s longhaired, with a scruffy face, and he has a briefcase next to him. But that’s not all. Hidden on the other side of the room is a camera making a grainy black-and-white recording of the entire scene. The apartment’s door swings open and two men saunter in, the camera recording their every move and word. Everyone sits down at the table. The two men hand over bundles of cash. The scruffy man then hands over the briefcase. The two guests of course expect to find cocaine inside. Instead, the briefcase is empty, and as soon as they open it to find the drugs missing, FBI agents rush in, guns drawn for the takedown. Federal law enforcement officials call this type of sting operation a “no-dope bust,” and it has been an effective tool for decades. It’s also the direct predecessor to today’s terrorism sting. Instead of empty briefcases, the FBI today uses inert bombs and disabled assault rifles, and now that counter-terrorism is the Bureau’s top priority, the investigation of major drug crimes has largely fallen back to the DEA. Just as no-dope busts resulted in the arrest and prosecution of those in the drug trade in the twentieth century, terrorism sting operations are resulting in the arrest and prosecution of would-be terrorists in this century.

While the assumptions behind drug stings and terrorism stings are similar, there is a fundamental flaw in the assumption underpinning the latter. In drug stings, federal law enforcement officials assume that any buyer caught in a sting would have been able to buy or sell drugs elsewhere had that buyer not fallen into the FBI trap. The numbers support this assumption. In 2010, the most recent year for which data is available, the DEA seized 29,179 kilograms, or 64,328 pounds, of cocaine in the United States. Likewise, in terrorism stings, federal law enforcement officials assume that any would-be terrorists caught in a sting would have been able to acquire the means elsewhere to carry out their violent plans had they not been ensnared by the FBI. The problem with this assumption is that no data exists to support it, and what data is available suggests would-be Islamic terrorists caught in FBI terrorism stings never could have obtained the capability to carry out their planned violent acts were it not for the FBI’s assistance.

In the ten years following 9/11, the FBI and the Justice Department indicted and convicted more than 150 people following sting operations involving alleged connections to international terrorism. Few of these defendants had any connection to terrorists, evidence showed, and those who did have connections, however tangential, never had the capacity to launch attacks on their own. In fact, of the more than 150 terrorism sting operation defendants, an FBI informant not only led one of every three terrorist plots, but also provided all the necessary weapons, money, and transportation.

The FBI’s logic to support the use of terrorism stings goes something like this: By catching a lone wolf before he strikes, federal law enforcement can take him off the streets before he meets a real terrorist who can provide him with weapons and munitions. However, to this day, no example exists of a lone wolf, by himself unable to launch an attack, becoming operational through meeting an actual terrorist in the United States. In addition, in the dozens of terrorism sting operations since 9/11, the would-be terrorists are usually uneducated, unsophisticated, and economically desperate—not the attributes of someone likely to plan and launch a sophisticated, violent attack without significant help.

Five killed, 23 wounded as Iraqi army opens fire on anti-govt protest

Iraqi soldiers killed five people after opening fire on an anti-government protest in an attempt to disperse it, reports Al Jazeera. Troops clashed with thousands of Sunni Muslims in Falluja, protesting against Iraq’s Shiite PM Nuri al-Maliki.

Sunni activists gathered in the western city of Falluja to call for the resignation of PM al-Maliki in a protest dubbed the“Friday of No Retreat.” Security forces initially fired shots in the air to disperse the crowds when protesters pelted them with stones, but later troops fired on activists who set a military vehicle on fire, reported Reuters.

The Sunni-majority city of Falluja has been a hub for anti-government protests recently, with demonstrators decrying government marginalization of their minority group.

“We received three bodies with gunshot wounds in the abdomen, back and shoulder,” a hospital source told Reuters.

Elsewhere in the country disgruntled Sunnis took to the streets to voice anger over a reform of anti-terror laws that they say persecute the Sunni minority. They also called for the release of 400 prisoners, some of whom were being held illegally.

“Do not give space to those who … want to take away your rights, even though it is their duty to protect them,” said Adnan al-Naimi, an imam at the Najib Basha mosque in north Baghdad where about 400 demonstrators congregated, to AFP.

The Sunni-majority city of Falluja has been a hub for anti-government protests recently, with demonstrators decrying government marginalization of their minority group. Protests have become commonplace over the past couple of weeks, raising fears that widening sectarian rifts could lead to violence in the streets.

Unrest was sparked in December when Prime Minister Maliki ordered the arrest of Finance Minister Rafaie Esawi’s bodyguards on alleged terrorism charges. Sunnis condemned their arrest as a crackdown on their community, while the government said the move was not politically motivated.

Iraq’s Sunni population has repeatedly decried Prime Minister Maliki for cutting Sunnis out of the political process to consolidate power in Iraq. Since Saddam Hussein was dislodged from government in 2003 the rift between the two sects has deepened.

Prime Minister Maliki warned demonstrators across the country on January 9 that security forces could step in to halt illegal protests.

“There is a difference between a peaceful rally and an act of disobedience and blocking off a highway,” Maliki stated.

Bomber in Chief: 20,000 Airstrikes in the President’s First Term Cause Death and Destruction From Iraq to Somalia

Day after day, U.S. air strikes have conclusively answered the familiar question of 9/11: “Why do they hate us?”

Many people around the world are disturbed by U.S. drone attacks in Afghanistan, Pakistan, Yemen, Somalia and elsewhere. The illusion that American drones can strike without warning anywhere in the world without placing Americans in harm’s way makes drones dangerously attractive to U.S. officials, even as they fuel the cycle of violence that the “war on terror” falsely promised to end but has instead escalated and sought to normalize. But drone strikes are only the tip of an iceberg, making up less than 10 percent of at least 20,130 air strikes the U.S. has conducted in other countries since President Obama’s inauguration in 2009.

The U.S. dropped 17,500 bombs during its invasion of Afghanistan in 2001. It conducted  29,200 air strikes during the invasion of Iraq in 2003. U.S. air forces conducted at least another  3,900 air strikes in Iraq over the next eight years, before the Iraqi government finally negotiated the withdrawal of U.S. occupation forces. But that pales next to at least 38,100 U.S. air strikes in Afghanistan since 2002, a country already occupied by U.S. and NATO forces, with a government pledged by its U.S. overlords to bring peace and justice to its people.

The Obama administration is responsible for  at least 18,274 air strikes in Afghanistan since 2009, including at least 1,160 by pilotless drones. The U.S. conducted at least 116 air strikes in Iraq in 2009 and about  1,460 of NATO’s 7,700 strikes in Libya in 2011. While the U.S. military does not publish figures on “secret” air and drone strikes in other countries, press reports detail a five-fold increase over Bush’s second term, with at least  303 strikes in Pakistan125 in Yemen and 16 in SomaliaAside from the initial bombing of Afghanistan in 2001 and the “shock and awe” bombing of Iraq in March and April 2003, the Obama administration has conducted more air strikes day-in day-out than the Bush administration. Bush’s roughly 24,000 air strikes in seven years from 2002 to 2008 amounted to an air strike about every 3 hours, while Obama’s 20,130 in four years add up to one every 1-3/4 hours.The U.S. government does not advertise these figures, and journalists have largely ignored them. But the bombs and missiles used in these air strikes are powerful weapons designed to inflict damage, death and injury over a wide radius, up to hundreds of feet from their points of impact. The effect of such bombs and shells on actual battlefields, where the victims are military personnel, has always been deadly and gruesome. Many soldiers who lived through shelling and bombing in the First and Second World Wars never recovered from “shell-shock” or what we now call PTSD.The use of such weapons in America’s current wars, where “the battlefield” is often a euphemism for houses, villages or even urban areas densely populated by civilians, frequently violates otherwise binding rules of international humanitarian law. These include the  Fourth Geneva Convention, signed in 1949 to protect civilians from the worst effects of war and military occupation.

Beginning in 2005, the U.N. Assistance Mission for Iraq (UNAMI) issued quarterly reports on human rights in Iraq. They included details of U.S. air strikes that killed civilians, and UNAMI called on U.S. authorities to fully investigate these incidents.  A UNAMI human rights report published in October 2007 demanded, “that all credible allegations of unlawful killings by MNF (multi-national force) forces be thoroughly, promptly and impartially investigated, and appropriate action taken against military personnel found to have used excessive or indiscriminate force.”

The UN human rights report included a reminder to U.S. military commanders that, “Customary international humanitarian law demands that, as much as possible, military objectives must not be located within areas densely populated by civilians. The presence of individual combatants among a great number of civilians does not alter the civilian nature of an area.”

But no Americans have been held criminally accountable for civilian casualties in air strikes, either in Iraq or in the more widespread bombing of occupied Afghanistan. U.S. officials dispute findings of fact and law in investigations by the UN and the Afghan government, but they accept no independent mechanism for resolving these disputes, effectively shielding themselves from accountability.

Besides simply not being informed of the extent of the U.S. bombing campaigns in Iraq and Afghanistan, the U.S. public has been subject to military propaganda about the accuracy and effectiveness of “precision” weapons. When military forces detonate tens of thousands of powerful bombs and missiles in a country, even highly accurate weapons are bound to kill many innocent people. When we are talking about 33,000 bombs and missiles exploding in Iraq, 55,000 in Afghanistan and 7,700 in Libya, it is critical to understand just how accurate or inaccurate these weapons really are. If only 10 percent missed their targets, that would mean nearly 10,000 bombs and missiles blowing up something or somewhere else, killing and maiming thousands of unintended victims.

But even the latest generation of “precision” weapons is not 90 percent accurate. One of the world’s leading experts on this subject, Rob Hewson, the editor of the military journal Jane’s Air Launched Weapons, estimated that  20 to 25 percent of the 19,948 precision weapons used in the “shock and awe” attack on Iraq in 2003 completely missed their targets. The other 9,251 bombs and missiles were not classified as “precision” weapons in the first place, so that only about 56 percent of the total 29,199 “shock and awe” weapons actually performed with “precision” by the military’s own standards. And those standards define precision for most of these weapons only as striking within a 29 foot radius of the target.

To an expert like Rob Hewson who understood the real-world effects of these weapons, “shock and awe” presented an ethical and legal problem to which American military spokespeople and journalists seemed oblivious. As he told the Associated Press, “In a war that’s being fought for the benefit of the Iraqi people, you can’t afford to kill any of them. But you can’t drop bombs and not kill people. There’s a real dichotomy in all of this.”

The actual results of U.S. air strikes were better documented in Iraq than in Afghanistan. Epidemiological studies in Iraq bore out Hewson’s assessment, finding that tens of thousands, maybe hundreds of thousands, of Iraqi civilians were killed by U.S. air strikes.  The first major epidemiological study conducted in Iraq after 18 months of war and occupation concluded:

Violent deaths were widespread … and were mainly attributed to coalition forces. Most individuals reportedly killed by coalition forces were women and children … Violence accounted for most of the excess deaths and air strikes from coalition forces accounted for most violent deaths.

When the same team from Johns Hopkins and Baghdad’s Al Mustansariya University did  a more extensive study in Iraq in 2006 after three years of war and occupation, it found that, amidst the proliferation of all kinds of violence, U.S. air strikes by then accounted for a smaller share of total deaths, except in one crucial respect: they still accounted for half of all violent deaths of children in Iraq.

No such studies have been conducted in Afghanistan, but hundreds of thousands of Afghans now living in refugee camps tell of  homes and villages destroyed by U.S. air strikes and of family members killed in the bombing. There is no evidence that the pattern of bombing casualties in Afghanistan has been any kinder to children and other innocents than in Iraq. Impossibly low figures on civilian casualties published by the U.N. mission in Afghanistan are the result of small numbers of completed investigations, not comprehensive surveys. They therefore give a misleading impression, which is then amplified by wishful and uncritical Western news reports.

When the UN identified only 80 civilians killed in U.S. Special Forces night raids in 2010, Nader Nadery of the Afghanistan Independent Human Rights Commission, who worked on the UN report, explained that this was based on completed investigations of only 13 of the 73 incidents reported to the UN for the year. He estimated the number of civilians killed in all 73 incidents at 420. But most U.S. air strikes and special forces raids occur in resistance-held areas where people have no contact with the UN or the Human Rights Commission. So even thorough and complete UN investigations in the areas it has access to would only document a fraction of total Afghan civilian casualties. Western journalists who report UN civilian casualty figures from Afghanistan as if they were estimates of total casualties unwittingly contribute to a propaganda narrative that dramatically understates the scale of violence raining down from the skies on the people of Afghanistan.

President Obama and the politicians and media who keep the scale, destructiveness and indiscriminate nature of U.S. air strikes shrouded in silence understand only too well that the American public has in no way approved this shameful and endless tsunami of violence against people in other countries. Day after day for 11 years, U.S. air strikes have conclusively answered the familiar question of 9/11: “Why do they hate us?” As Congressmember Barbara Lee warned in 2001, we have “become the evil we deplore.” It is time to change course. Ending the daily routine of deadly U.S. air strikes, including but by no means limited to drone strikes, should be President Obama’s most urgent national security priority as he begins his second term in office.

The ‘war on terror’ – by design – can never end

As the Pentagon’s former top lawyer urges that the war be viewed as finite, the US moves in the opposite direction

Last month, outgoing pentagon general counsel Jeh Johnson gave a speech at the Oxford Union and said that the War on Terror must, at some point, come to an end:

“Now that efforts by the US military against al-Qaida are in their 12th year, we must also ask ourselves: How will this conflict end? . . . . ‘War’ must be regarded as a finite, extraordinary and unnatural state of affairs. We must not accept the current conflict, and all that it entails, as the ‘new normal.’ Peace must be regarded as the norm toward which the human race continually strives. . . .

“There will come a tipping point at which so many of the leaders and operatives of al-Qaida and its affiliates have been killed or captured, and the group is no longer able to attempt or launch a strategic attack against the United States, that al-Qaida will be effectively destroyed.”

On Thursday night, MSNBC’s Rachel Maddow interviewed Johnson, and before doing so, she opined as follows:

“When does this thing we are in now end? And if it does not have an end — and I’m not speaking as a lawyer here, I am just speaking as a citizen who feels morally accountable for my country’s actions — if it does not have an end, then morally speaking it does not seem like it is a war. And then,our country is killing people and locking them up outside the traditional judicial system in a way I think we maybe cannot be forgiven for.”

It is precisely the intrinsic endlessness of this so-called “war” that is its most corrupting and menacing attribute, for the reasons Maddow explained. But despite the happy talk from Johnson, it is not ending soon. By its very terms, it cannot. And all one has to do is look at the words and actions of the Obama administration to know this.

In October, the Washington Post’s Greg Miller reported that the administration was instituting a “disposition matrix” to determine how terrorism suspects will be disposed of, all based on this fact: “among senior Obama administration officials, there is broad consensus that such operations are likely to be extended at least another decade.” As Miller puts it: “That timeline suggests that the United States has reached only the midpoint of what was once known as the global war on terrorism.”

The polices adopted by the Obama administration just over the last couple of years leave no doubt that they are accelerating, not winding down, the war apparatus that has been relentlessly strengthened over the last decade. In the name of the War on Terror, the current president has diluted decades-old Miranda warnings; codified a new scheme of indefinite detention on US soil; plotted to relocate Guantanamo to Illinois; increased secrecyrepression and release-restrictions at the camp; minted a new theory of presidential assassination powers even for US citizens; renewed the Bush/Cheney warrantless eavesdropping framework for another five years, as well as the Patriot Act, without a single reform; and just signed into law all new restrictions on the release of indefinitely held detainees.

Does that sound to you like a government anticipating the end of the War on Terror any time soon? Or does it sound like one working feverishly to make their terrorism-justified powers of detention, surveillance, killing and secrecy permanent? About all of this, the ACLU’s Executive Director, Anthony Romero, provided the answer on Thursday: “President Obama has utterly failed the first test of his second term, even before inauguration day. His signature means indefinite detention without charge or trial, as well as the illegal military commissions, will be extended.”

There’s a good reason US officials are assuming the “War on Terror” will persist indefinitely: namely, their actions ensure that this occurs. The New York Times’ Matthew Rosenberg this morning examines what the US government seems to regard as the strange phenomenon of Afghan soldiers attacking US troops with increasing frequency, and in doing so, discovers a shocking reality: people end up disliking those who occupy and bomb their country:

“Such insider attacks, by Afghan security forces on their Western allies, became ‘the signature violence of 2012′, in the words of one former American official. The surge in attacks has provided the clearest sign yet that Afghan resentment of foreigners is becoming unmanageable, and American officials have expressed worries about its disruptive effects on the training mission that is the core of the American withdrawal plan for 2014. . . .

“But behind it all, many senior coalition and Afghan officials are now concluding that after nearly 12 years of war, the view of foreigners held by many Afghans has come to mirror that of the Taliban. Hope has turned into hatred, and some will find a reason to act on those feelings.

“‘A great percentage of the insider attacks have the enemy narrative — the narrative that the infidels have to be driven out — somewhere inside of them, but they aren’t directed by the enemy,’ said a senior coalition officer, who asked not to be identified because of Afghan and American sensitivities about the attacks.”

In other words, more than a decade of occupying and brutalizing that country has turned large swaths of the population into the “Taliban”, to the extent that the “Taliban” means: Afghans willing to use violence to force the US and its allies out of their country. As always, the US – through the very policies of aggression and militarism justified in the name of terrorism – is creating the very “terrorists” those polices are supposedly designed to combat. It’s a pure and perfect system of self-perpetuation.

Exactly the same thing is happening in Yemen, where nothing is more effective at driving Yemenis into the arms of al-Qaida than the rapidly escalated drone attacks under Obama. This morning, the Times reported that US air strikes in Yemen are carried out in close cooperation with the air force of Saudi Arabia, which will only exacerbate that problem. Indeed, virtually every person accused of plotting to target the US with terrorist attacks in last several years has expressly cited increasing US violence, aggression and militarism in the Muslim world as the cause.

There’s no question that this “war” will continue indefinitely. There is no question that US actions are the cause of that, the gasoline that fuels the fire. The only question – and it’s becoming less of a question for me all the time – is whether this endless war is the intended result of US actions or just an unwanted miscalculation.

It’s increasingly hard to make the case that it’s the latter. The US has long known, and its own studies have emphatically concluded, that “terrorism” is motivated not by a “hatred of our freedoms” but by US policy and aggression in the Muslim world. This causal connection is not news to the US government. Despite this – or, more accurately, because of it – they continue with these policies.

One of the most difficult endeavors is to divine the motives of other people (divining our own motives is difficult enough). That becomes even more difficult when attempting to discern the motives not of a single actor but a collection of individuals with different motives and interests (“the US government”).

But what one can say for certain is that there is zero reason for US officials to want an end to the war on terror, and numerous and significant reasons why they would want it to continue. It’s always been the case that the power of political officials is at its greatest, its most unrestrained, in a state of war. Cicero, two thousand years ago, warned that “In times of war, the law falls silent” (Inter arma enim silent leges). John Jay, in Federalist No. 4, warned that as a result of that truth, “nations in general will make war whenever they have a prospect of getting anything by it . . . for the purposes and objects merely personal, such as thirst for military glory, revenge for personal affronts, ambition, or private compacts to aggrandize or support their particular families or partisans.”

If you were a US leader, or an official of the National Security State, or a beneficiary of the private military and surveillance industries, why would you possibly want the war on terror to end? That would be the worst thing that could happen. It’s that war that generates limitless power, impenetrable secrecy, an unquestioning citizenry, and massive profit.

Just this week, a federal judge ruled that the Obama administration need not respond to the New York Times and the ACLU’s mere request to disclose the government’s legal rationale for why the President believes he can target US citizens for assassination without due process. Even while recognizing how perverse her own ruling was – “The Alice-in-Wonderland nature of this pronouncement is not lost on me” and it imposes “a veritable Catch-22″ – the federal judge nonetheless explained that federal courts have constructed such a protective shield around the US government in the name of terrorism that it amounts to an unfettered license to violate even the most basic rights: “I can find no way around the thicket of laws and precedents that effectively allow the executive branch of our government to proclaim as perfectly lawful certain actions that seem on their face incompatible with our Constitution and laws while keeping the reasons for their conclusion a secret” (emphasis added).

Why would anyone in the US government or its owners have any interest in putting an end to this sham bonanza of power and profit called “the war on terror”? Johnson is right that there must be an end to this war imminently, and Maddow is right that the failure to do so will render all the due-process-free and lawless killing and imprisoning and invading and bombing morally indefensible and historically unforgivable.

But the notion that the US government is even entertaining putting an end to any of this is a pipe dream, and the belief that they even want to is fantasy. They’re preparing for more endless war; their actions are fueling that war; and they continue to reap untold benefits from its continuation. Only outside compulsion, from citizens, can make an end to all of this possible.

Asia, Africa and Latin America in the Early Years of the Century

With the exception of Latin America, and several noteworthy cases in Africa and Asia, the pre-1945 history of what came to be known as the “Third World” is overwhelmed by the fact of imperialism. Native voices were silenced and native cultures nearly eradicated.

In Asia, Japan was the only country to industrialize, and thus the only country to emerge as a major player in world affairs. Although at first resistant to Western influences; by the middle of the 19th century Japan had embarked on a major modernization program. Building upon traditional values, Japan built an army and navy powerful enough to challenge Russia over Korea at the turn of the last century; and strong enough to join the British, French, Germans, and Americans in carving out a sphere of influence in China. A hybrid of feudal/warrior institutions and modern technology would characterize Japan throughout most of the 20th century. Some argue that this mixture would enable Japanese economic success.

China, the most populous nation on earth, with a culture going back some 5,000 years, was weak and felt herself victimized by the Great Powers. Unlike Japan, China had not modernized. Chinese institutions had frozen. The Manchu dynasty which had ruled China for some 300 years seemed more interested in maintaining itself in power than in bettering the lot of its people; the majority of whom lived in conditions of appalling poverty. Although there was a strong feeling against foreign domination, which periodically erupted into mass uprisings such as the Boxer Rebellion; China had been effectively divided up amongst the Great Powers, who controlled large areas known as ‘concessions’ where they enjoyed trade monopolies. The corrupt and infirm Manchu dynasty fell underneath its own weight in 1911. The collapse of Manchu rule created a power vacuum which was filled by ambitions local strongmen, the ‘warlords,’ who became a law unto themselves in China’s vast outlying regions and frustrated any attempt at national unification.

Only two nations in Africa escaped colonial rule: Liberia and Ethiopia. Liberia, created by American abolitionists in 1825 as place to which future freed slaves could be “repatriated,” existed as a small anomaly to the general imperialist trend. Ethiopia, the ancient kingdom of Abyssinia, continued as a feudal monarchy surrounded by European protectorates and outright colonies.

Latin America was the great exception. By 1821, most of the old Spanish and Portuguese colonies had become independent states. Most of the 19th Century, in Latin America was consumed by a fierce struggle between traditional elites who favored a continuation of the old colonial plantation system and modernizers who wished to institute capitalist economics and bring in contemporary technologies and ideas. This conflict was further complicated by the beginning of the 20th Century by the active involvement of the United States in the region. Going back to the Monroe Doctrine of 1825, the United States had seen Latin America as its “back yard”; and American investments and interests in Latin America grew exponentially.

In Central America and the Caribbean, the battle between Conservatives (traditionalists) and Liberals (modernizers) lasted, in some case up to the 1930s. The ever increasing US presence stunted indigenous development and encouraged the rise of military dictatorships which maintained a precarious balance between repressing domestic dissent and ensuring continued US support. In Cuba and Puerto Rico, Spanish colonial rule was replaced, in the first instance by an apparent independence masking the reality of outside control, and in the second case, by direct US annexation.

Different scenarios were played out north and south of Central America. To the north, Mexico, which had, shortly after independence, lost much of its territory to the United States in the Mexican-American War of 1842, developed a strong, albeit contradictory state. In 1911, the Mexican Revolution overthrew the 40-year military dictatorship of Porfirio Diaz and inaugurated a period of titanic political/economic/social struggle. Populist radical leaders such as Francisco Villa and Emiliano Zapata vied with conservatives such as Venustiano Carranza and Alvaro Obregon as ad hoc revolutionary armies fought against whom ever happened to constitute the government at the time and each other. Eventually, the radicals were either marginalized or destroyed, and power settled into the hands of a conservative, modernizing elite composed of political strongmen and their followers. This elite held power through the mechanism of the Institutional Revolutionary Party (PRI). The PRI oversaw the secularization and modernization of Mexican society. By 1945, Mexico was a contradictory mixture of large cities with modern industries, and a poor, backward countryside; a strong national sense of self, and control by a coterie of politicians and businessmen; an independent foreign policy, and a sharp awareness of the presence of the United States. In one way or another, this pattern would come to characterize not only Mexico, but much of Latin America.

In the south, Brazil and Argentina were becoming industrial power houses – albeit conflicted ones. Brazil seemed to follow the pre-established Mexican pattern: large, sprawling urban areas surrounded by impoverished rural zones. Brazil’s industries were concentrated in the north and along the coast; the wealth of the interior was only sporadically exploited. Argentina, with its large immigrant population (mainly Italian and Eastern European) provided something of a contrast. Heavy industry had appeared at the dawn of the century; the immense volume of European immigrant coming to work in those industries. The immigrants brought with them European ideas and social relations; both of which conflicted with traditional values. By 1945 the dictatorship of Juan Peron which combined a fascist core with modernizing elements initiated a period of military rule which would, by and large, characterize Argentina until the 1980s.

Imperialism and Colonialism Revisited

The decisions of the Versailles Conference of 1919 dismantled the Turkish, German and Austro-Hungarian Empires, but kept the British and French Empires intact. Not only that, but the Portuguese continued to rule Angola and Mozambique in Africa; the Belgians continued to rule the Congo; and the Dutch continued to govern Indonesia. The Middle East was divided between British French spheres of influence and protectorates. Canada, Australia, and New Zealand did become independent commonwealths – and Ireland did fight her way to a disunited independence – but, by and large, imperialism remained intact after World War I.

It wouldn’t be until after World War II that powerful drives towards independence and de-colonization would shatter the old European empires and create the modern states of Asia and Africa. The Second World War, with its anti-fascist and democratic aspirations, would impel the peoples of the colonial world to demand the same.

National Independence Struggles

In some cases, indigenous forces had played a major role in the defeat of the Axis powers. In Vietnam and Indonesia, Ho Chi Minh and Sukarno (respectively) emerged from the war as venerated national leaders. After the war, the French attempted to restore their rule in South East Asia. This misguided attempt came to an end in 1954 when, at the battle of Dien Bien Phu, Vietnamese forces under the Communist leader Ho Chi Minh which had previously defeated the Japanese; now prevented the French from returning. When the Americans tried to supplant the French, they too came to grief. A similar situation unfolded in Indonesia when the Dutch tried to restore the pre-war order. A similar outcome resulted: Sukarno, who had led resistance to the Japanese, now oversaw the independence of Indonesia.

The British came out of World War II in no condition to hold their empire together. In India, the Congress Party, under the leadership of Mohandas Gandhi, Jawaharlal Nehru, and Mohammed Ali Jinnah had been the focus of the independence movement there for decades. Their moment arrived in 1948 when the British pulled out and Indian independence was declared. But independence brought crisis. Perhaps with British encouragement, Jinnah led a faction which demanded that a separate Muslim state be created. In multi-religious, polyglot India, this demand led to massive disruption, forced resettlement of huge amounts of people, and a great amount of ethnic and sectarian bloodshed. In the end, India (Hindu) and Pakistan (Muslim) were created as two separate – and mutually hostile – states.

In Africa, decolonization quite often led to extended periods of instability. Independence leaders such as Jomo Kenyatta (Kenya), Julius Nyere (Tanzania), and Kwame Nkrumah (Ghana) strove to modernize their countries by following a socialist model of development. In the Congo, Patrice Lumumba failed to establish a fully independent state, at the cost of his life. In many parts of Africa, the pull out of the colonial powers created confusion, chaos, and ethnic strife. Often this was caused by old imperial states themselves, as they continued to try to exert influence in their former possessions by sponsoring ethnic and political rivalries. Portugal refused to divest itself of its colonies, with the result that it took nationalist guerrilla movements until the 1970s to establish the independent nations of Mozambique and Angola. In the former British colonies of Rhodesia and South Africa, the white settler population refused to yield to demands for civil equality for the native Africans. Fighting lasted until 1975 when Rhodesia became the majority-African governed Zimbabwe (under Robert Mugabe); and until 1989 when the racist apartheid system was destroyed in South Africa (under Nelson Mandela).

In the Middle East, the Algerian Revolution of 1956 forced the French out of that country. In Egypt, Gamel Abdel Nasser came to power with a promise to encourage “Arab unity” and “Arab Socialism.” Nasser’s ideas spread to Syria and Iraq, where a movement claiming to champion Arab Socialism, but in fact more reminiscent of Italian Fascism took hold, Baathism. In many cases, interference by Western powers led to the displacement of radical, modernizing regimes with repressive conservative governments. The neutralization of the Left and the bankruptcy of the Right led many to see radical Islam as a viable political alternative.

The creation, by UN mandate, of the state of Israel in 1948 exacerbated the crises endemic to the area. The flow of immigrants to the new Jewish state led to the displacement of much of the native Palestinian population. The new Israel developed into a thoroughly militarized state, eventually going to war with the surrounding Arab states in 1967 and 1973.

The movement for de-colonization was strongly affected by the Cold War. Many independence movements had adopted one or another variety of socialism as its ideology, and many post-independence regimes sought Soviet aid. Other, more conservative post-independence governments became allies of the United States. Some changed sides. Thus, movements such as the National Liberation Front of Vietnam, Frelimo in Mozambique, and the MPLA in Angola saw themselves as Marxist; Israel, South Africa, and Saudi Arabia were in the US camp; while governments in Algeria, Egypt, and the Congo (Zaire) switched from Soviet to American sponsorship. The proxy conflict between the US and USSR was played out in the post-colonial world. Soon, two other forces, China and Cuba, would enter the fray.

The Chinese Revolution

China has seen a century of revolution – and some would say that it’s far from over. Revolution overthrew the decrepit Manchu dynasty in 1911. The newly created Chinese Republic, under the leadership of Dr. Sun Yat-sen and his Nationalist Party (Kuomintang), wanted to create a united, modern, and democratic China. The first step in achieving this would be the cancellation of foreign concessions and the bringing to heel of the regional warlords. It was ‘simple’ enough to ask the British, French, etc. to leave; the second part of that equation was more difficult to achieve. The warlords were ensconced in remote areas, unseating them would require a trained, professional army. In order to raise an officer class capable of leading such an army, the Whampoa military academy was established in 1920. The Whampoa academy attracted many young, patriotic Chinese of all political persuasions. Many of China’s future leaders would come out of the Whampoa Academy. At the head of the academy, as director, was Sun yat-Sen’s protégé, Chiang Kai-Shek. By the end of the 1920s, the “Northern Expedition,” as the anti-warlord campaign was termed, was largely successful. By that time, however, a new conflict had developed.

The new China was alone in the world. The former imperial powers, who had just been asked to leave, weren’t about to render any aid. Desperate for support, China turned to another nation just then going through a revolution of their own, the Soviet Union. The Soviets agreed to provide political and military aid to China, but at a price: that the Kuomintang bring into the government, as partners, the newly-created Communist Party of China. Sun Yat-Sen agreed, and the Communists were essential to victory in the Northern Expedition. However, Sun Yat-Sen’s lieutenant Chiang Kai-shek vehemently disagreed with any cooperation with the Communists. After Sun’s death in 1925, he was succeeded by Chiang who jettisoned any pretense of democracy, making himself military dictator. Chiang also wanted to get rid of the Communists at the first available opportunity.

In November of 1927, Chiang struck. Nationalist troops unexpectedly turned on their Communist fellows. In all of China’s major cities, Communists and their sympathizers were massacred in the streets. Overnight, the Chinese Communist Party was almost exterminated. In a state of confusion and disarray, the surviving Communists, made their way to the southern province of Jianxi where, a local Communist leader, an ex-librarian named Mao Tse-tung, had managed to hold the party together.

Organizing Communist guerrilla forces into a Red Army, Mao managed to hold off the Nationalists long enough to force an escape out of Jianxi. Known as the “Long March,” the Communists embarked on a 6,000 mile trek over rivers, mountains, and deserts, fighting Nationalists troops all the way. Finally, the Communists found sanctuary in the area of Yenan in China’s northern mountains. This, then, became their base. The Long March solidified Mao as the unquestioned leader of the Communist Party. From Yenan, Mao’s Communists engaged Chiang’s Nationalists in guerrilla warfare, and extended the Communist-controlled zone.

The full-scale Japanese invasion of China brought a temporary truce between the Communists and Nationalists, as they agreed to join forces against the foreign occupiers. Overall, as American advisers during World War II pointed out, the Communists were the more effective fighters against the Japanese. Chiang seemed to be more afraid of the Chinese Communists than he was of the invading Japanese; and American aid sent to Chiang often ended up in the pockets of Nationalist politicians. The end of the war and the defeat of Japan signaled a resumption of hostilities between the Nationalists and Communists. After an intense four-year civil war, Communist forces gained the upper hand. Chiang’s Nationalists were forced to flee the mainland; establishing themselves, as the republic of China, on the island of Taiwan – where they have remained to this very day. On October 10, 1949, from Beijing, Mao proclaimed the creation of the new, communist, Peoples Republic of China.

Communist China became a new and powerful ally of the Soviet Union during the Cold War. In fact, Chinese troops entered the Korean War against the United States. Domestically, the Communists embarked on numerous developmental and modernization campaigns. Campaigns to eliminate infectious disease and illiteracy, as well as campaigns to ensure the equality of women were, in great part, successful. Attempts to industrialize China’s economy were less so. The best known of these, the “Great Leap Forward” (1959), which tried to jump start China’s development through mass participation in the form of things such as encouraging the building of backyard blast furnaces to produce steel, was a failure.

Khrushchev’s de-Stalinization of the Soviet Union and his policy of Peaceful Coexistence with the West met with disapproval in Beijing. Mao felt that the new Soviet leaders were abandoning revolutionary principles and bowing to the US. Tensions within the Communist camp came to the breaking point in 1961 when, at a meeting of Communist parties in Moscow, the Chinese and Albanian delegations denounced the Soviets and their supporters and walked out. The Sino-Soviet split divided the world Communist movement and led to the creation of new, more militant Communist groups dedicated to the Chinese position. China felt itself to be the new center of the world revolutionary movement and, as such, supported and encouraged revolutionary parties and guerrilla groups in the Third World. The Cold War was developing into a three-cornered fight.

Within the Communist Party of China itself, Mao feared that elements similar to those represented by Khrushchev in the USSR would derail his revolutionary vision. Starting in 1964, Mao moved to isolate “conservative” and “pragmatic” elements in the Party. His attempt at a mass mobilization to reinvigorate revolutionary enthusiasm resulted in the upheaval known as the “Great Proletarian Cultural Revolution.” The Cultural Revolution consumed China in chaos as radical and moderate forces, through the medium of youth organizations known as “Red Guards,” jostled each other for power and influence. Reaching a crescendo in 1966 – 1967, the Cultural Revolution involved pitched armed battles between rival Red Guard units. Mao called a halt to the anarchy in 1969, castigating some of the excesses of the more extreme radicals. However, tension and conflict between the more radical and the more pragmatic members of Mao’s inner circle remained.

The same year, 1969, that Mao rolled back the Cultural Revolution saw an intensification of the Sino-Soviet crisis as the Chinese and Soviets came to blows over a border dispute. This event seems to have convinced Mao that the Soviet Union was a greater threat to China than the United States. China offered the United States an opportunity to begin a normalization of relations; an opportunity the American President Richard Nixon took advantage of. In 1972, Nixon traveled to China, met with Mao and Chinese Premier Chou En-lai, and the thaw in the Chinese- American Cold War began.

Chou En-lai’s, a protector of the moderates in Mao’s circle, death in 1976, followed by Mao’s own passing later that year renewed the conflict between radicals and moderates within ruling Party circles. After a brief and intense power struggle, the radicals were defeated. Deng Xiaoping, who had been exiled as a “capitalist roader” during the Cultural Revolution emerged as China’s new leader. Deng’s policies not only reversed the Cultural Revolution, but effectively dismantle communism itself. Throughout the 1980s, China more and more embraced a pro-market orientation, encouraging foreign investment and development of key industries. By the 1990s, China had emerged as a major economic force, exporting goods across the globe. Although the People’s Republic of China is still ruled by the Communist Party, it has, in fact, become a modern capitalist power.

The Cuban Revolution

Although conducted on a much smaller scale than the Chinese Revolution, the Cuban Revolution of 1959 would send even stronger shock waves throughout the Third World. On New Year’s Eve of 1959, guerrilla forces led by Fidel Castro overthrew the long-standing government of dictator Fulgencio Batista. Batista had been supported by the United States since 1933; and, under his leadership, the island had become a haven for US interests which virtually managed the Cuban economy.

Castro’s victory signaled major reform, including land redistribution, literacy and public health campaigns, and the nationalization of major utilities and industries. These latter reforms incurred the ire of American corporations which lost their investments in Cuba. The United States’ severing of diplomatic relations followed by the failed Bay of Pigs Invasion and an economic embargo against Cuba caused the Castro government to fully enter the Soviet orbit. However, the relationship between Cuba and the Soviet Union was far from smooth. Having come to power in through a guerrilla movement in a peasant society, Cuba had much in common with China. Both China and the USSR courted Cuba to support them in their struggle with each other. Cuba was, for a time, caught between the feuding Communist powers. Instead, Cuba developed a unique image and presented itself as a model for Third World nations to follow. This pleased neither China nor the Soviet Union. Adding to the conflict with the Soviets was Cuba’s support for armed guerrilla movements, especially in Latin America, which threatened Soviet attempts at a rapprochement with the US.

In the wake of the Cuban Revolution guerrilla and national liberation movements emerged, aiming at spreading the Cuban example in Latin America. Castro’s right-hand-man, the Argentine born Ernesto “Che” Guevara, was central to this endeavor. Guevara personally led Cuban-trained guerrillas in Africa; and, in an attempt to foment revolution in South America, died while organizing a guerrilla force in Bolivia, becoming a revolutionary icon in the process. Although most of the guerrilla organizations spawned in the 1960s failed, they had the unexpected consequence of producing a severe reaction in the form of repressive military regimes devoted to their destruction. Thus, in Brazil, Peru, Bolivia, El Salvador, Guatemala, and Argentina, extremely violent military dictatorships characterized those nations in the 1970s. In Chile, the election and subsequent overthrow of a Socialist president, Salvador Allende, produced a similar phenomenon. Cuban advisers trained guerrillas in other parts of the world, as well, namely Angola and South Africa.

Cuban attempts at developing an independent, diversified, modern economy met with failure. By the 1970s, Cuba had abandoned overtly encouraging armed struggle and integrated itself into the Soviet system. This would continue until the collapse of the Soviet Union itself in 1991.

In the 1950s, Indian Prime Minister Nehru stated that the modern world was divided into “Three Worlds.” The “First World” consisted of the United States and the advanced capitalist countries of Western Europe; the “Second World” was the Soviet Union and its Communist Bloc allies; the “Third World” was the poor, underdeveloped nations of Asia, Africa, and Latin America. Fought over by both the First and Second Worlds, Nehru urged the Third World to develop an independent stance, find its own voice, and put forward its own demands and aspirations. Thus, the “Non-Aligned Movement” came into being.

Led by India’s Nehru, Yugoslavia’s Tito, and Egypt’s Nasser, Non-Alignment did not mean neutrality. India leaned to the West, Cuba (who later joined the Non-Aligned Movement), leaned towards the Soviets; instead, Non-Alignment meant that the Third World countries recognized that they shared a commonality of interests. Indeed, many of the Non-Aligned nations were bitter rivals; India and Pakistan readily come to mind. However, despite sometimes serious differences, the Non-Aligned nations managed to bring questions of development and industrialization, debt and poverty, national independence and self-determination to the world’s attention.

Although the Non-Aligned movement seems to have greatly dissipated with the collapse of the Soviet Union and the appearance of a unipolar world dominated by the United States, non-alignment did shift world politics from the East vs. West emphasis of the Cold War to the North vs. South conflict that persists to this very day.

Aide: Maliki Willing to Start War Over Oil Drilling

War over oil in Iraq is a rather old issue, but as Iraq seems to be drawn ever near to an open civil war setting the central government against the Kurdistan Regional Government (KRG) oil is once again the principle justification.

Oil and the contracts for them, anyway. Exxon Mobil has signed a pact with the KRG to drill in oil fields along the nebulous line of control between the two sides, near Kirkuk and the Maliki government insists it controls this region, in theory though clearly not in practice.

“The prime minister has been clear: If Exxon lays a finger on this territory, they will face the Iraqi army,” noted MP Sami Alaskary, a close aide of Maliki, adding that “we will go to war, for oil and for Iraqi sovereignty.”

Moving militarily against a major American oil company is risky in and of itself, but doubly so in this case, because the KRG has a military of its own, the Peshmearga, and has shown a willingness to deploy them against the central government’s military when they get too close to the line of control.

The KRG has regularly expressed concern about Maliki’s moves against them, saying they believe his efforts to buy large amounts of US military hardware are a prelude to an invasion of their semi-autonomous region, while warning that if Maliki continues to try to centralize power the Kurds may choose overt secession over waiting around for an invasion.

Exxon had initially had an oil deal with the Iraqi central government for the southern Qurna-1 oilfield, but believes the fields along the line of control, where they could deal with the KRG instead of the Iraqi National Oil Company, to be more profitable. As Iraq has often moved against companies that do separate business with the Kurds, Exxon has made no secret of its intention to unload its portion of Qurna-1 onto some other company.
